Strategic Partner RFP launched for WH Arena, Austria

Tenders are being invited for a Strategic Partner to work on the Design, Construction, Operation and Finance of a new 20,000-seat arena in Vienna, Austria, the Wien Holding-Arena (WH Arena).

The client intends to work with a strategic partner to develop the WH Arena as a high-quality arena for around 20,000 visitors in the “Neu Marx” urban development area.

The service parts of the strategic partner include the (organisation of), planning (deepening or continuation of the existing planning and project basis or new planning on the basis of understandable and justified needs), the (organisation of) construction, operation and any financing of the WH Arena via a contract period still to be determined.

With regard to the description of services, the tender is deliberately open in order to discuss and negotiate with the bidders various possible solutions for planning, construction and operation in the course of the award procedure (in the various phases of the second stage according to the participation document).

So the tender is for design (based on existing design or otherwise), construction, operation and finance of the new arena. The client is looking for consortiums to bid, in a process which is laid out in the RFP.

Consortiums required 

The Strategic Partner consortia will be expected to deliver ‘attractive and striking’ proposals for a new 20,000-capacity venue, to supersede the city’s Roland Rainer-designed 1958 Wiener Stadthalle, which is considered no longer fit for purpose.

The Wien Holding-Arena (WH Arena) project will transform the 45,000m² site of a former slaughterhouse within the city’s Neu Marx regeneration zone (pictured above) in the 3rd district of Landstrasse.

Once complete, the hall is expected to be the third largest in Europe after The O2 in London and the Lanxess Arena in Cologne.

The new arena will be constructed within Vienna’s emerging Neu Marx regeneration zone, which hosts around 100 new media, creative and scientific companies employing more than 7,000 people. The area is already home to the Marx Halle events complex, which was originally designed by Rudolf Frey as a cattle market in the Nineteenth Century.

Key data for the publication of contracts to be awarded, framework agreements and the establishment or phasing-in of dynamic purchasing systems (Annex VIII, Section 1, Z 2 BVergG 2018).

The action deadline for tenders is 3rd March, 2022.
